直运规则不是说你的船或者货物必须由出口国直接运送到目的国才属于直运规则。直运规则是指你的货物在运输途中不在贸易协定成员国之外的国家和地区停靠/中转的，这种就属于直运规则，不属于直运规则的货物要想享受贸易协定所带来的关税就需要提供香港未再加工证明。
