2023年9月4日，澳大利亚政府发布了新的儿童玩具强制性安全标准《2023年消费品(36个月以下儿童玩具)安全标准》「Consumer Goods (Toys for Children up to and including 36 Months of Age) Safety Standard 2023」。该标准规定了36个月及以下儿童玩具的设计和制造要求，旨在减少玩具在玩耍过程中或合理磨损后小零件产生或脱落的风险，有助于防止严重伤害、窒息、堵塞或死亡，并对玩具的电池盒提出了新的要求。
该强制性标准适用于未满36个月(含36个月)儿童的玩具，这样的玩具已被制造，设计并贴上标签作为玩具销售，包括但不限于：
● rattles, toy dummies, teethers, and squeeze toys | 摇铃，玩具假人，牙胶，及挤压玩具
● toys for attaching to cots, playpens, prams and strollers | 固定在婴儿床、围栏和婴儿车上的玩具
● push and pull toys | 推拉玩具
● pounding toys | 敲打玩具
● blocks and stacking toys | 积木和堆叠玩具
● bath toys | 沐浴玩具
● rocking, spring and stick horses and figures | 摇摆，弹簧和木头和人物
● musical chime toys | 音乐敲击玩具
● jack-in-the box | 玩偶匣
● stuffed, plush and flocked animals and figures | 填充、毛绒和植绒动物和人物
● dolls | 玩偶
● toys with pompoms | 绒球玩具
● games and puzzles | 游戏和拼图
● toy cars, trucks and other vehicles| 玩具汽车、卡车和其他车辆
该强制标准不适用于下列玩具：
○ balloons | 气球
○ marbles | 玻璃球
○ tapes and CDs | 磁带和CD
○ books | 书
○ writing materials | 书写材料
○ paints and paint brushes | 油漆和画刷
○ modelling materials including play dough, clay and plasticine | 造型材料包括橡皮泥及黏土
○ bicycles having a wheel base of not less than 640 mm | 轴距不少于640毫米的自行车
○ playground e for parks, schools and home use | 供公园、学校和家庭使用的游乐场设备
○ goods supplied wholly or partially unassembled that need an adult to assemble them after they're bought, if when assembled according to their supplied written instructions,
the goods follow the specified standards | 完全或部分未组装的物品，购买后需由成人组装；如组装时需按照提供的书面说明，则产品应满足特定标准
○ flotation toys | 充气玩具
○ baby dummies | 安抚奶嘴
○ toys made wholly from highly porous material (such as cheesecloth) – except for toys with pompoms | 完全由高渗透性材料(如粗棉布)制成的玩具——有绒球的玩具除外
○ toys made from certain plastics that are labelled according to the mandatory standard | 按强制标准贴上标签的某些塑料制成的玩具
注：以上部分产品已经建立了单独的强制标准。
标准（Consumer Goods (Toys for Children up to and including 36 Months of Age) Safety Standard 2023）规定了36个月及以下儿童玩具的安全要求。强制性标准允许符合下列其中一项要求：
- 澳大利亚/新西兰标准 AS/NZS ISO 8124.1:2023 Safety of toys – Part 1: Safety aspects related to mechanical and physical properties 《玩具安全第1部分:机械与物理性能》
- guojibiaozhun ISO 8124‑1:2022 Safety of toys – Part 1: Safety aspects related to mechanical and physical properties 《玩具安全 第1部分:机械与物理性能》
- 欧洲标准 EN 71‑1:2014 + A1:2018: Safety of toys – Part 1: Mechanical and physical properties 《玩具安全第1部分:机械与物理性能》
- 美国标准 ASTM F963‑17 Standard Consumer Safety Specification for Toy Safety 《玩具安全标准规范》
值得注意的是，即使玩具的标签和/或销售对象是年龄较大的儿童，但如果玩具被普遍认为是针对或适合36个月以下的儿童，则本强制性标准也可能适用。
供应商须在2025年3月4日前过渡到新的强制标准的要求。在过渡期内，供应商可以自愿选择满足【2003年第14号消费者权益保护公告，经2005年第1号消费者权益保护公告修订】或 【消费品(36个月及以下儿童玩具)安全标准，2023】任一者。但从2025年3月5日起，则必须符合【消费品(36个月及以下儿童玩具)安全标准，2023】。
此外，电玩具必须符合澳大利亚/新西兰标准AS/NZS 62115:2018《电玩具安全》的部分要求，目的是确保该年龄段的孩子在不使用工具的情况下无法打开电池盒或取出电池。如果玩具含有纽扣电池，还需符合纽扣电池产品相关的强制性安全标准。
